Protecting and Implementing Human Rights
The Embassy/Consulate General of the Republic of Bulgaria in the Republic of Serbia has announced a call for project proposals. The proposal is Republic of Bulgaria about Protecting and Implementing Human Rights. Moreover, it aims to promote freedom of speech and independent journalism, improve the business environment, increase employment, and encourage good practices in environmental monitoring and sustainable management of natural resources. The selected proposal will receive grants from the Official Development Assistance of the Republic of Bulgaria for the year 2024.
Eligibility
- The project value must be at least BGN 10,000 (around EUR 5,000). 4.2. The maximum project value depends on the type of project:
- Projects delivering goods and/or services can receive up to BGN 80,000 (around EUR 40,900)
- Projects involving construction and/or repair activities can receive up to BGN 160,000 (around EUR 81,800).
- Projects that involve co-financing by the applicant will be viewed favorably in the project evaluation, selection, and approval process.
- Project proposals that involve collaboration with Bulgarian institutions/ministries, schools, higher education institutions, institutes, research centers, non-governmental organizations, etc. will also receive preference.
- International and local non-governmental organizations;
- Municipalities and their associations;
- Educational, health and social institutions;
- International humanitarian organizations;
- Other organizations and associations that have no political goals and involvement.
- Also, projects should be in Bulgarian or English.
The following activities are required for all projects receiving financial aid:
- An independent financial auditor must prepare an audit report.
- The project must include activities that ensure publicity and visibility of the financial aid, following the Guidelines for Publicity and Visibility of Bulgarian Development Aid. This should cost between 3-5% of the total project value, but should not exceed 5,000 BGN.
- The Guidelines for publicity and visibility of the Bulgarian development aid (Appendix No. 2) must be followed in the implementation of all projects financed with Bulgarian development aid.
Ineligible expenses
Expenses that are outside the scope of eligible activities under this announcement
- Utility expenses – telephone expenses, subscription to internet services, newspapers and magazines, stationery; costs for ongoing maintenance of buildings such as electricity, water, taxes, municipal fees, etc.
- Bank costs – interest on loans, debt service fees and penalties for late payments, fees for financial transactions and others
- Refundable VAT
- Costs that are covered by other sources
- Fines, penalties and costs of legal proceedings
- Unjustified expenses incurred for activities outside of those agreed in the agreement
