Digital Equity Fund – Round 2

The Digital Equity Fund, launched by Baltimore City in April 2023, aims to bridge the digital divide. It supports community-led digital inclusion plans and provides funding to implement them. The fund is now open for its second round of applications until July 14, 2024. This round will invest in initiatives across three categories: digital literacy education, advanced digital education and IT fundamentals programming, and digital creatives and virtual makerspaces programming. These initiatives aim to enhance digital literacy and skills among Baltimore residents.


The eligibility criteria for Digital Equity Fund – Round 2 are:

  1. Nonprofit Status: The applicant must be a 501©(3) nonprofit organization based in Baltimore.
  2. Service Area: The organization should provide services to Baltimore residents.
  3. Proposal Submission: Organizations have the opportunity to submit a proposal for each type of grant.
  4. Target Groups: The proposed plan should cater to the digitally disadvantaged groups. These include individuals with disabilities, senior citizens, racial or ethnic minorities, immigrants, non-English speakers, returning citizens, LGBTQIA+ youth, and homeless individuals.

The benefits of Digital Equity Fund – Round 2 are:

  1. Addressing Digital Divide: The program aims to bridge the digital gap in Baltimore, where over a quarter of households lack a digital device and more than 40% lack internet access.
  2. Investment in Digital Literacy: The Digital Equity Fund will invest in three grant categories to enhance digital literacy and skills:
    • Tier 1 – Digital Literacy Education Training: This tier supports digital literacy education for older adults and the wider community, particularly in underserved areas. It covers basic computer skills, internet usage, and digital skills for job seekers.
    • Tier 2 – Advanced Digital Education and IT Fundamentals Programming: This tier provides IT fundamental skills training and certification opportunities for residents interested in IT careers. It includes industry-recognized IT certifications like Cisco IT Essentials, CompTIA IT Fundamentals (ITF+), Net+, and Security+.
    • Tier 3 – Digital Creatives and Virtual Makerspaces Programming: This tier supports education and programming for digital creatives and virtual makerspaces at local recreation centers. It includes classes, workshops, and special events to develop skills in coding, digital media creation, robotics, video editing, and 3D printing.
